The CPRS
The Carbon Pollution Reduction Scheme, which was recently introduced by the federal government, will require approximately 1000 organisations to report their carbon emissions and purchase permits for every tonne of CO2 they release.
Every organisation that has a facility with direct emissions of 25 kilotonnes CO2e per year will be covered by the scheme and required to purchase permits.

Carbon Pollution Reduction Scheme
How does it work?Recently our federal government has released a green paper on the Carbon Pollution Reduction Scheme (CPRS). While the scheme is not yet legislated, the Federal Government has released a green paper and advised that the legislation will be in effect in 2010.
The CPRS will affect every business and consumer in this country by placing a cost on large greenhouse gas emitters for every tonne of greenhouse gas they into our atmosphere. Ultimately this cost will be passed down to other businesses and consumers, resulting in increases in costs for fuel, electricity and energy intensive products and services. The days of cheap carbon based energy are numbered.
Entities that have facilities that have direct emissions of 25,000 tonnes of CO2-e or more per year will be required to purchase a permit for every tonne of CO2-e they release into the atmosphere. Permits will be auctioned throughout the year. Where not enough permits are available, or where they are too expensive, some carbon offsets may be supplemented into the scheme; from various forestry projects or from those under Kyoto Protocol’s Clean Development Mechanism (CDM).
The design of the scheme outlined in the Green Paper provides no scope for voluntary offsets under the scheme and will unfortunately render programs like the Greenhouse FriendlyTM and GreenPowerTM ineffective. There have been many submissions to the government about this and hopefully a mechanism will be included to keep the effect of voluntary action by Australians intact.
